The problem

Where certified payroll goes wrong.

Fringe that doesn't add up

Cash, plan credits and cash in lieu together have to cover the basic rate plus fringe for every hour, overtime included, and overtime adds half the basic rate on top. A few cents short is owed back for every hour worked.

Two classifications, one row

Hours in each classification go on separate rows. Without an accurate split, DOL's instructions say every hour is paid at the highest applicable rate.

Last decade's form

The January 2025 WH-347 has a journeyworker/apprentice column, separate fringe credit and cash in lieu columns, and page-2 tables for apprenticeship programs and fringe plans. Older templates don't.

Do I have to use Form WH-347?+

No. DOL says using the WH-347 itself is optional, but covered contractors and subcontractors must submit certified payroll information every week, with a signed Statement of Compliance (page 2 of the WH-347, or a document with identical wording). Some agencies and prime contractors require their own system or format, so check your contract.

Who has to submit certified payroll?+

Contractors and subcontractors on construction contracts covered by the Davis-Bacon and Related Acts. Payrolls go to the contracting agency, or, when the agency isn't a party to the contract, to the applicant, sponsor or owner that keeps the records for it.

Can I sign certified payroll electronically?+

Yes, with a legally valid electronic signature: an electronic process that shows acceptance of the payroll and verifies who signed it. DOL doesn't accept photocopied or scanned signatures.

Is the WH-347 template really free?+

Yes. Download the Excel file or make a Google Sheets copy. No signup. Certified Payroll for Google Sheets, which checks the numbers and fills in the official PDF for several projects and weeks, is a one-time purchase.

Does this replace my payroll software?+

No. Neither tool runs payroll or calculates taxes. You enter the hours, rates and deductions your payroll already produced, and you get the certified payroll report your contract asks for.

What about state forms, like California's DIR eCPR?+

Not yet. Both tools produce the federal WH-347. If you need a state format, email us which one; it decides what we build next.
